Mais reportagens dúbias sobre alegações de corrupção

Um jornalista que abandonou a ABC após algumas reportagens questionáveis tornou-se agora, não surpreendentemente, como funcionário do jornal Australiano.

O artigo mais recente de Steve Holland, publicado a 30 de Setembro de 2009 e intitulado “Vice Primeiro-Ministro de Timor-Leste suspeito de corrupção”, é mais uma vez parco em investigação e detalhes, reflectindo uma história assente em propaganda da FRETILIN.

Holland esqueceu-se de incluir o facto de que Sua Excelência o Vice Primeiro- Ministro, José Luís Guterres, foi Embaixador nas Nações Unidas e Embaixador nos Estados Unidos da América, tendo sido chamado de volta a Timor-Leste durante a altura mais problemática da crise de 2006, para se tornar Ministro dos Negócios Estrangeiros e Cooperação, a convite de Sua Excelência o Primeiro-Ministro do II Governo Constitucional, Dr. José Ramos-Horta, e do Vice Primeiro-Ministro Estanislau da Silva. Sua Excelência Dr. José Ramos-Horta é actualmente o Presidente da República de Timor- Leste, enquanto Sua Excelência Estanislau da Silva é deputado pelo partido da oposição FRETILIN.

A nomeação de Ana Maria Valério como Assessora / Conselheira da Missão Permanente de Timor-Leste nas Nações Unidas foi proposta pelo anterior Secretário-Geral do Ministério dos Negócios Estrangeiros e Cooperação, o funcionário público mais graduado do Ministério, tendo sido aceite pelo então Ministro-adjunto dos Negócios Estrangeiros. A nomeação foi feita de acordo com as normas vigentes para a função pública.

Ana Maria Valério ajudava a Missão Permanente de Timor-Leste nas Nações Unidas desde 2003, sempre que necessário, numa base pró-bono. A nomeação foi feita com base no mérito e com carácter temporário.

Ana Maria Valério licenciou-se em Assuntos do Género e Mulheres, pela Western Cape University, na África do Sul, possuindo também um Mestrado em Globalização e Movimentos Sociais pela St. John’s University, em Queens, Nova Iorque. Na altura em que foi nomeada, frequentava o doutoramento na Nova Escola de Investigação Social, em Nova Iorque.

A decisão de nomear Ana Maria Valério foi tomada durante o anterior Governo da FRETILIN, quando a FRETILIN detinha a maioria absoluta no Parlamento, tendo assim o poder e a autoridade.

A FRETILIN só fez alegações de corrupção após José Luís Guterres se tornar Vice Primeiro-Ministro no IV Governo Constitucional, liderado pelo Primeiro-Ministro Xanana Gusmão.

O Vice Primeiro-Ministro José Luís Guterres jamais se envolveu em qualquer acto ou actos de corrupção, e a implicação de se ter envolvido em actividade criminosa é considerada difamatória.

“Esta história nem é nova nem tem qualquer fundamento” afirmou Ágio Pereira, Secretário de Estado do Conselho de Ministros e Porta-voz Oficial do IV Governo Constitucional. “O Vice Primeiro-Ministro Guterres é considerado, sem dúvida, como um dos mais conceituados e respeitados membros do Governo, tanto em Timor-Leste como no exterior. O Vice Primeiro-Ministro Guterres tem servido o País e o nosso Povo sem qualquer falha ou reparo a apontar.”

O Vice Primeiro-Ministro Guterres foi Embaixador de Timor-Leste em Angola, Moçambique e nas Nações Unidas. Aquando da independência em 2002 foi nomeado Vice-Ministro dos Negócios Estrangeiros e Cooperação, tendo posteriormente sido o primeiro Embaixador de Timor-Leste nos Estados Unidos da América, e concorrentemente nas Nações Unidas. Foi Ministro dos Negócios Estrangeiros durante o Governo da FRETILIN e é agora Vice Primeiro-Ministro no Governo de Gusmão. FIM

More misreporting on corruption allegations

A journalist who unceremoniously walked out of the ABC after questionable reporting has now surprisingly turned up as an employee of the Australian newspaper.

Steve Holland’s latest article published September 30, 2009 titled “Deputy East Timor PM corruption claim”, again, lacked both research and detail, reflecting a story reliant on FRETILIN propaganda.

Holland neglected to include the fact that His Excellency, Vice Prime Minister José Luis Guterres was the Ambassador to the United Nations and Ambassador to the United States, called back to Timor-Leste during the height of the 2006 crisis, to become Minister of Foreign Affairs and Cooperation, at the invitation of HE Prime Minister of the II Constitutional Government Dr José Ramos-Horta and Vice Prime Minister Estanislau da Silva. His Excellency is now the President of Timor-Leste and HE Estanislau da Silva is an MP of opposition party FRETILIN.

The appointment of Ana Maria Valério as an Advisor/Counselor to the Permanent Mission of Timor-Leste to the United Nations, was proposed by the former Secretary-General of the Ministry for Foreign Affairs and Cooperation, the highest ranking civil servant at the Ministry and agreed upon by the then Deputy Minister for Foreign Affairs. She was hired under the existing rules of the public service.

Valério had worked helping the Permanent Mission of Timor-Leste to the United Nations since 2003, when needed, on a pro bono basis. She was awarded the position on merit and as a temporary provision.

Valério received her undergraduate degree from Western Cape University South Africa in Women and Gender issues, has a Masters Degree in Globalization and Social Movements from St Johns University in Queens, New York; and was at New School for Social Research in New York, doing a PhD.

The decision to appoint Valério was made under the former FRETILIN Government and the absolute majority FRETILIN controlled Parliament, who had both the power and the authority at the time.

FRETILIN only made the claims of corruption after Guterres became Vice Prime Minister in the IV Constitutional Government, led by Prime Minister Xanana Gusmão.

Vice Prime Minister José Luís Guterres did not, at any time, engage in any act or acts of corruption and any implication he engaged in criminal activity is defamatory.

“It is neither a new story nor one that has merit’ said Ágio Pereira, Secretary of State for the Council of Ministers and Official Spokesperson for the IV Constitutional Government,

‘Vice Prime Minister Guterres is without doubt considered one of the most highly regarded and respected members of the Government both in Timor-Leste and overseas. He has served the country and our people without fault or fail.”

Vice Prime Minister Guterres served as Ambassador of Timor-Leste to Angola, Mozambique and the United Nations. Upon independence in 2002, he was appointed Vice Minister for Foreign Affairs and Cooperation and later the first East Timorese Ambassador to the U.S and concurrently the United Nations. He served as Foreign Minister under the FRETILIN Government and now as the Vice Prime Minister of the Gusmão Government. ENDS

As Forças Armadas constituem o último reduto do garante da integridade territorial e da soberania nacional, por isso é obrigação do Estado dotá-la dos meios indispensáveis para que possam cumprir cabalmente a sua missão.

Descuidar na tarefa de a fornecer desses meios, tanto humanos como materiais, é o mesmo do que enfraquecer a Nação, porque significa deixá-la vulnerável e à mercê de todos quantos estão apostados em delapidar o seu património.

Por isso este Governo, que tenho o dever de chefiar e, em acumulação, ser responsável pela pasta da Defesa, tem sido incansável no propósito de reorganizar, reequipar e modernizar as F-FDTL, procurando, dessa forma, dotar-lhe de capacidade operacional suficiente para que possam, em caso de necessidade, defender a independência nacional, a qual conseguimos obter através de tantos sacrifícios.

Uma das áreas em que o Estado tem sido permeável é a do patrulhamento da nossa costa, particularmente da Zona Económica Exclusiva, fustigada frequentemente por crimes de diversa natureza, como a pesca ilegal, o tráfico de drogas, o contrabando e até o tráfico humano.

Isto tem sido possível pela ausência de meios navais com autonomia suficiente que permitam patrulhar toda a zona costeira do País, nomeadamente a costa sul, a mais afectada pelas actividades criminosas de grupos que têm agido até agora com relativa impunidade.

Na verdade as duas lanchas da Classe Oe-cusse, de que a Componente Naval das F-FDTL dispõe, oferecidas por Portugal no âmbito da cooperação bilateral com aquele País, não têm a capacidade para garantirem a invulnerabilidade do espaço geográfico timorense, razão pela qual este Governo tomou em mãos as medidas indispensáveis para a resolução deste problema.

Neste sentido foram adquiridas à República Popular da China dois navios patrulha da Classe Shangai lll, com autonomia de 700 milhas e de uma semana consecutiva em operações em alto mar, sem necessidade de apoio terrestre durante aquele período.

Com esses navios vamos, finalmente, poder patrulhar toda a zona costeira e assegurar a defesa eficaz das nossas riquezas marítimas, bem como impedir a entrada no País de grupos criminosos, através das nossas fronteiras marítimas. A cerimónia de hoje detém, por isso, um forte simbolismo. A entrega dos Estandartes Nacionais às Guarnições que vão ficar responsáveis por operarem os navios patrulhas, que esperamos que estejam na nossa plena posse nos primeiros meses do próximo ano, representa um passo decisivo na modernização das nossas Forças Armadas.

A partir do próximo ano vai também dar início a construção de uma Base Naval moderna, aqui em Hera.

No próximo dia 9 estas duas Guarnições, constituídas por um total de 36 militares da Componente Naval, partem para a China, onde vão frequentar uma formação teórica de três meses. Seguir-se-á uma outra formação, esta já prática, a qual irá permitir que estes militares tirem o máximo rendimento das capacidades que os dois navios oferecem.

Exorto os nossos marinheiros a aplicarem-se com total dedicação e disponibilidade de aprendizagem nos meses que se seguem, para que o tempo que agora vão dedicar aos estudos não venha a ser um tempo perdido.

Os conhecimentos que adquirirem na China serão fundamentais para o êxito da luta que vamos mover contra aqueles que estão apostados em desafiar a autoridade do Estado, valendo-se das fragilidades das nossas fronteiras ao longo da costa.

Orgulhem-se da farda que vestem, respeitem a confiança que em vós depositámos e abstenham-se de praticar quaisquer actos que possam denegrir o nome da vossa e nossa Pátria.

Officers, NCOs and soldiers of the F-FDTL,

The Armed Forces represent the last defender of territorial integrity and national sovereignty, and as such the State must provide them with the essential resources that enable the Armed Forces to meet their mission in full.

To neglect providing such human and material resources would be tantamount to weakening the Nation, as it would be left vulnerable and at the mercy of those seeking to deprive it of its wealth.

Therefore, this Government that I am honoured to lead has been tireless in reorganising, re-equipping and modernising the F-FDTL, so as to provide it with the operational capability to be able to defend, if needed, the national independence that we struggled so much to achieve.

One area where the State has been vulnerable is in regard to costal patrolling, particularly within the Exclusive Economic Zone, which is subject to crimes ranging from illegal fishing to drug trafficking, smuggling and even human trafficking.

This situation has arisen because of a lack of naval strength to patrol the coastal area of our country and in particular the southern coast which has been most affected by the criminal activities of groups that so far have been acting with relative impunity.

Indeed, the two Oecussi Class patrol boats that the F-FDTL Naval Component currently operates, and which were provided by Portugal within the scope of our bilateral cooperation, cannot protect the Timorese geographic territory, which is why the Government has taken measures that are necessary in order to address this vulnerability.

And so the Government is acquiring from the People’s Republic of China two Shangai III Class patrol boats, which will have a range of 700 miles and be capable of operating for extended periods in high seas with the need for land support.

With these boats we will finally be able to patrol all our coastal area and ensure the defence of our maritime wealth as well as prevent criminal groups from entering the Country through our maritime borders.

Therefore, today’s ceremony is particularly symbolic. Presenting the National Banners to the Garrisons that will be responsible for operating the patrol boats, which should be available to us within the first months of 2010, represents an important step in the modernisation of our Armed Forces.

Next year, we are going also start the construction of a new modern Naval Base here in Hera.

On October 9 these two Garrisons, which are constituted by 36 soldiers from the Naval Component, will depart for China to receive training for three months. In China the soldiers will receive ‘hands-on’ training which will enable them to make the most of what these two patrol boats can offer.

4 I urge our seamen to apply yourselves with the utmost dedication and determination during the following months, so that the time they are spending now studying does not prove to be lost time.

The knowledge that you will acquire in China will be essential to the success of the fight we will bring to those who seek to challenge the authority of the State by availing themselves of the weaknesses in our borders along the coast.

Be proud of the uniform that you wear, respect the trust that we have placed in you and abstain from committing any acts that might tarnish the name of your Fatherland.
